14:22 No… if you can’t meet the needs of an action card you can’t play it, so it won’t be useful for that combo

17:30 Clarification:
She has to have 1 holding… and then she has to destroy that Holding…
it’s a cost so it’s something she has to give up.
When it’s a Need it’s something she only has to have, it doesn’t go away, unlike Costs where it goes away be it money, thugs or holdings
